e Governance Vision Statement of the UT is

“Delivery of services at the doorsteps of common man at an affordable cost by using Information & Technology in the process of Government functioning to bring about Simple, Moral, Accountable,responsive & Transparent (SMART) governance"

The IT Policy, Web policy, IT, e-governance mission statement, strategy and initiatives already taken are definitely in line with the development needs of the J&K UT. The main objectives of the e-governance vision & strategy are mentioned below which are in line with the eGovernance and good governance agenda of the UT.

1. Harnessing the powers of Information Technology to provide efficient, effective and transparent services to the citizens of the J&K UT.

2. IT should be used for empowering the rural people.

3. IT should be used to provide more employment opportunities to the educated youths of the UT of J&K.

Making the information available to the citizens, is one of the main goals of eGovernance initiatives. It will help to bring more transparency to the system and efficiency to the service delivery system. Achieving these goals will meet the Governance and Development agenda of the Government of Jammu & Kashmir.

In order to provide efficient and effective citizen services, it is necessary that all the department initiative are scalable and interoperable however it is observed that several of e-governance initiative taken at various departments do not comply to eGovernance standards and running discretely for MIS purpose. Many departments are having stand alone legacy applications which may not be reusable in order to achieve the integrated government structure. The Departmental applications must have integration at the back end so as to facilitate the Common Service Centers to address a wide range of services from a single window.
